What role does simulation have in the training? The simulation creates the uncertainty, stress, chaos, and confusion around inter-departmental and –organizational relationships that leaders would experience if the crisis were real. Table-top exercises, while inexpensive and repeatable, don’t track the consequences of decisions made for later analysis. Field exercises, while similarly realistic, are expensive, take a long time to plan, cannot accommodate truly dangerous scenarios, and are difficult to repeat and scale without disrupting the community.
